Successfully completed all annual goals and tasks, and achieved a good start to the 14th Five Year Plan.

He emphasized that the postal and express delivery industry is an important component of the modern comprehensive transportation system and an important force in striving to be the pioneer of China's modernization. We should draw wisdom and strength from history, adhere to, develop, and utilize the important experience of the Party's leadership in the development of the postal and express delivery industry, deeply grasp the historical mission of striving to be the pioneer of China's modernization, promote the high-quality development of the postal and express delivery industry in the 14th Five Year Plan, better serve the people, accelerate the construction of a strong transportation country, and better serve the comprehensive construction of a socialist modernized country.

Li Xiaopeng emphasized that the 20th National Congress of the Communist Party of China will be held this year, and it is extremely important to do all work well. I hope that the National Postal Administration will deeply implement the decisions and deployments of the Party Central Committee and the State Council, adhere to the principle of stability as the top priority, strive for progress while maintaining stability, continue to do a good job in the "six stability" and "six guarantees" work, pay more attention to serving the overall situation, serving the grassroots, and serving the people, and accelerate the efficient governance and high-quality development of the postal and express delivery industry.

One is to make every effort to ensure the safe and stable development of the postal industry. Ensure the safety and stability of the industry during important holidays, key periods, and major events, enhance the safety supervision capacity of shipping channels, and solidly carry out industry emergency management.

Secondly, we will not relax and do a good job in normalized epidemic prevention and control. Accurately and effectively implement the requirements of "external prevention of input and internal prevention of rebound", pay attention to the joint prevention of small individuals, resolutely prevent the spread of the epidemic through shipping channels, and promptly handle epidemic related emergencies.

The third is to conscientiously carry out the work of ensuring smooth traffic. Actively carry out the "Express Shipping" brand creation activity, guide enterprises to improve their overseas network layout. Strengthen the construction of postal and express delivery hub capacity, promote the connection with the comprehensive transportation hub system, and create an efficient international delivery system. Ensure the smooth flow of people's livelihoods and important materials.

Fourth, accelerate the construction of a unified and open market. Promote the separation of postal universal service business and competitive business operations. Build a modern market system with high standards for the postal and express delivery industry, and enhance the vitality of market entities. Strengthen the promotion and implementation of the 14th Five Year Plan.

Fifth, we will continue to promote the transformation, improvement, and efficiency of postal development. Accelerate the construction of inclusive postal services, strengthen the role of rural postal systems, support the construction of comprehensive service stations, and serve the rural revitalization strategy. Take the lead in promoting the digital transformation of postal express delivery and promoting the green transformation of express packaging.

Sixth, strengthen the Party's comprehensive leadership over postal work.   Implement the requirements of comprehensive and strict governance of the Party, and deepen the construction of Party conduct and clean governance, as well as the fight against corruption.
